    Is there anything to prevent a landlord from profiteering on the supply of heat and hot water to the tenants of a development where there is a shared central heating system?

    By law you have to have control of your own heat.

    But the heat is generated centrally and an agent acting on the landlords behalf is charging an excessive amount for it?
