A bit of web browsing- a hand of poker- and a little coding- you could do any of this on a 10 year old netbook.
Any laptop at all- is capable of the very low demands you're proposing to put on it.

Unless you have some minimum specs you're interested in- I'd suggest getting a refurb Dell 15 or similar- for less than half your suggested budget........
