I have a check up with my optician on Monday. Only time I could get was 11.00. I was wondering could the optician give me a sick note for college for that day?

    Half-day, sure.

Full-day, depends how charming you are / how nicely you ask!

    If it's a check-up it's on your own time.

Why would you get a sick note for a non urgent appointment that you could schedule for any lunchtime or Saturday? That's just silly. :)

Ahh, this is work and jobs - I'm really not sure what it has to do with your college's attendance policies. Post here what your college is and report it, and one of the mods will move it to the right forum in Edu.

That said - if I was your lecturer and you approached me with a note for an elective appointment for a sector that is so well serviced, I'd die laughing before saying "shoulda gone to Specsavers" and marking you AWOL. But maybe I'm just nasty.
