Not sure if this is where I should post this but if my friend in the states wants to send me a package (a couple of dresses) and if she puts on the label as "gift". Is it true that you do not get charged VAT?

Revenue have 2 charges on imports from outside the EU: customs duty and VAT. For genuine gifts (i.e. you will/have made no payment towards it) there are exemptions on one or both charges, depending on the contents and value of the gifts.

Basically so long as the 'Customs Value' is less than €45 there will be no customs duty or VAT charged. Customs value means the value of the item itself and all shipping charges and insurance.

If Customs Value is over €45 but 'Intrinsic value' (i.e. the item without shipping/insurance) is not more than €150 then you pay no customs duty but you do pay VAT on the full value.

If the intrinsic value is above €150 but less than €700 you pay both VAT and customs duty on the total value but the customs duty is charged a discount rate 2.5%

Sections 4 and 5 in this PDF document from Revenue explains it better.

I ordered a shirt from the states and the value on it wad 68 dollars including delivery. (about 55 euro). Its now sitting in the post office and I will have to pay 16 euro in customs charges to get it back. I don't mind paying it but It was a bit unexpected. So beware if you buy anything from the US

Been caught a few times for items under €45 customs value.

It's €22 afaik as the limit. If it's over €22 then you can get hit with vat if applicable and an-post also charge you €6 for the pleasure of it ie admin fee

I see section 5 has it, that if it's marked as gift, a relief value of €45 can apply
