Attic Insulation Detail

I've attached some photos of an attic that needs insulating. As can be seen, the ceiling drops down as it approaches the wall, which creates a 500mm deep cavity at the edge of the attic space.
The bottom of the roof joists appear to be embedded into poured concrete, and there appears to be no provision for roof space ventilation.
My question is - when rolling in the insulation, do you cut to size and push it over the edge, and down as far as the concrete?
