Gas boiler making a gurgling noise 24/7

I posted this yesterday but I'm unable to edit it now for some reason, the whole page just goes white when I try (sorry mods!) - (Post is called "Higher gas bill for hot water when the timer is set the same?" it also won't let me post a URL).

Basically I have my gas on for 20 minutes a day, ten in the morning and ten in the evening to heat the water. I've noticed that the boiler is making a gurgling noise (almost sounds like ticking) all the time now, whether the heating is on or off. The noise seems to be coming from the top of the tank and it happens every 4 seconds. Would this indicate a problem? I have been suspicious that the boiler is nosier than it used to be when it comes on, but not entirely sure.

Also, I've had my water set the same for both August and September (20 minutes a day) but this month's bill was 44% higher than last month. Could a problem with the boiler cause a huge difference like this? I have no clue about this stuff and would just like to understand it a bit before I bring it up with the landlord.
