DPC Above Window Openings in Cavity Wall

Sister in law is in the middle of a self build (was started before the new regs came in). It is currently up to wall plate level. Wall construction is 100mm block both sides with a 100mm cavity which is to be pumped. Render finish on outside.

My question is on the dpc above the opening in the cavity. The builder currently has the cill wrapped in dpc and where the inner wall returns to the outer wall along the sides has insulation and dpc. This looks ok, but in the head of the opening there is no stepped dpc at all. It is a bungalow, so there are only 3 rows of blocks above the opening before the wall plate, although on the front elevation there are 2 "gables" with windows, so there are more rows of blocks above these openings.

She voiced her concern to the designer who met the builder today to go through it on site. The window supplier was also on site measuring the opes for windows, and whatever way the conversation went, the end result is that the designer is happy not to have dpc above the window (and door) opes, and the window supplier said its not really the done thing anymore?

Im not in the building game myself, but have limited knowledge and would have thought that dpc was required to direct any moisture from the cavity side from the inner leaf to the outside?

I'm curious as to whether the builder and designer are spoofing the sister in law, or is the dpc sometimes omitted from above the heads of opes in cavity walls? This is only for personal knowledge, she has a designer on board and its his call as to how the house is detailed!

    Thanks.
