I have a learner permit that expired in 2012. I was wondering what i have to do to get a new one? Is it a case of me having to re-sit theory test and provide medical etc.. or can i just re-apply without having to go through it all again.

    Many thanks.

You can simply reapply, as it's less than five years since the old permit expired.

Unfortunately yes. Five years after expiry of a learner permit, and ten years after expiry of a full license, you revert to a complete newbie and have to go through the full rigmarole as such.
