NCT Fail - Driver side Beam Height

Failed this morning on the above.
The tester advised the focus is fine I just need to get the beam height on the driver side lowered.

Car is 04 avensis so it has a manual adjustment wheel built in to the headlight unit.

My question is should the beam height be exactly the same the passenger side or does the driver side need to be lower than this?

I have checked it in the underground car park and the driver side is indeed pointing a good bit higher than the passenger side. Got theheadlight replaced about 6 months ago so must just not have been adjusted correctly at the time.

    Thanks for any advice.
