Replacing glycol

My daughter had to have glycol replaced after a power cut during recent sunny weather. The gauge is now reading 2bar again. There is a white expansion vessel connected to solar system with a flexi hose. I lifted the vessel and found it contains no liquid whatsoever. Should there not be some glycol in it? Might the vessel have too much pressure or is this normal?
