Career Break recommendation of casualization report

    This new report recommends that teachers who have covered career breaks or secondments for long enough to be eligible for CID should not be excluded and should be entitled to a place on the redeployment scheme panel.
    Can anyone shed any light on this? When it is effective from? If backdating should apply e.g. a teacher who covered a career break/secondment for long enough to be eligible for CID recently but the teacher returned and the covering teacher is now in a subbing role?
    I feel afraid that people will be discriminated against should backdating not apply. They backdated the 3 year CID eligibility to accommodate those in their 4th year but with better hours in their 3rd.
    Has anyone any info on same?

    Read "the email from " thread and you'll find a bit of info there but my understanding is it's only a recommendation and It's recommended to commence sept 2015 with no ref to backdating

    Yes that is my reading of it also although Minister O Sullivan has said the recommendations should be put in place.
    Without backdating does this not lead to discrimination to those teachers who have covered years on secondments/career breaks recently to which teachers have returned but those covering teachers are still not in a position of their own?
    In the primary system placement on panels goes on number of days worked. Surely this should be the same basis?
    I am disillusioned to say the least that such teachers will miss out because the recommendation didn't come sooner.

    But you could argue that about every change to teaching conditions, not just this one.

    Yes you're right I'm not arguing that this is any different to other 'recommendations', but for example the four to three year CID recommendation was permitted to be backdated for those in year four but with better hours in year three than year four.
    My point is that this reads that with a start date of sep 2015 tough luck to anyone in this position this year or the last few school years who may still be without their own positions....surely discriminatory.
    My query was if anyone had any further information on the fine detail.
