Legitimate transport options.

For the past few mornings I've seen two people in their late 20s/early 30s scooting to work/college/do mushrooms at a fairy fort. The girl is in a pair of high heels and doesn't have a problem.

Is this a legitimate form of transport for a person? If they can go by scooter, is it ok to rollerblade? Or skateboard?

I'm a 90s kid, back then we all had to walk.
