There's not really enough detail here to answer you well.
What's the bike carrier made of?
How about the bits of car you want to weld it to, what are they made of?
Is it ready to go and just needs some welding, or does someone have to cut it up and make it ready to weld?
Do you want the welder guy to also clean and repaint the bits of car the bike rack is welded to, or just to leave it all burnt and dirty for you to do?
