Hi I am planning on upgrading a Dell Optiplex 740 sff with 4gb of ram and a r7 240. The current processor is a dual core 2.3ghz athlon 4450b Could this run low demanding games in 720p such as half life, Total war, possibly rust.

Also Would a low profile r7 240 probably the radeon sapphire on hardwarversare ( can't post links) be compatible considering its a small form factor case and would the psu be able to handle a r7 240 and a memory upgrade to 4 gb? Thanks

I've learned from experience that Dells aren't upgradable to any extent that makes a huge difference to performance. You really need to build your own PC to get that flexibility. Having said that, I would have thought that your current spec should be able to run the games you have listed above at minimum settings.

This would seem to suggest it can. But to be sure to get a narrow card. No wide fans etc.

Most Dells are pretty upgradable just fine to be fair on the current platform, but in this case, the PC is only worth about €60 so there's no point spending more than that on ram and a graphics card!

    Maybe think new budget PC..

    +1

Once you get to 100~150 it would be wiser to do that.

But if you only have a fixed budget you might only have 50~60 to spend. So if got you another 6 months it might be worth it. The other point I'd make that that era of Dells had a bad capacitor issue. So a lot of them fail with that. So theres not much point putting more money in that box because of that either.
