    Are social welfare legally entitled to request someones elses phone number from me?
    Am I legally obliged to give it to them?

    If the requested phone number belongs to someone pertinent and relevant to your claim, then the Dept of Social Protection is fully entitled to request it and the processing of your claim would be dependent on requested info being supplied.

    Can't see how the processing of the claim could be dependant on a phone number being provided...

    It might be if they are claiming something on their application that would need to be double-checked, eg whether you were fired or voluntarily left your last job, whether the man you say is your live-in landlord is actually your co-habiting partner etc. Plenty of reasons they would need to verify your claims by contacting the other person involved!
