Is it me or does 400 seem really good for a new comms 2000 part supplied and fitted from a main dealer?

Possibly not the comms 2000 that's gone. Usually the clock-spring (flat cable that wraps around the steering column, and maintains continuity to the airbag while the wheel turns from side to side) that goes. It's contained within the Comms unit but isn't really part of it, just uses it as a housing.
Did the airbag light suddenly come on as the car was turning a corner....normally the best indicator of a clock-spring failure.

It can be bypassed with a resistor (just to get you through the NCT only, before the High-Horse guys roll up)....just google it.

    edit; As for 2nd hand part...partfinder.ie , or traynors.co.uk (or ebay.co.uk & parcel motel)

If you can live without the car for a week or so maybe try these...

    or

    a new/secondhand unit from these..:)
