Can you get upc in the infirmarry apartments. I rang upc and they would not tell me yes or no. I dont want to commit to an aprtment in this complex. If i cant get upc. As im tied to a contract with upc

No you can't. Eircom for phone/broadband and sky for TV is pretty much your only option.
