Dolly low loader

Just wondering does anybody have any info on if dollys are now illegal to pull a low loader behind a tractor? The old run down ones wer a common sight a few year back but in latter years i have seen one behind a fastrac pulling a decent lorry style low loader. If brakes lights etc are all working properly are they allowed?
