Insulation Quote - Good Idea?

Apologies if this has been done to death but my mother has decided to get her house insulated and received a quote or approximately €700 for this type of job:

[snip] a Graphite 27 Plus Silver Beading for Cavity Walls

The attic is already insulated so apparently she cannot avail of a government grant. The house is a terraced 1950s house. It has been sold as dramatically reducing our gas heating bills by about €800 a year which would be great. Is that potentially accurate? And are there any downsides to this such as increased chance of damp or mould? Is there anything that we need to be aware of and does this seem like a good deal?

Any advice would be greatly appreciated.
