Spherical vs Body in Hydrostatic Equilibrium

    I always thought that a body (such as a moon) was in hydrostatic equilibrium if it was pulled into a spherical shape by its own gravity. However, it appears that a body a little bit larger than Neptune's moon Proteus would be expected to be spherical (at the same density) but would not be in hydrostatic equilibrium.

    So, can anyone tell me what the difference is? What are the other requirement(s) for hydrostatic equilibrium that I am missing? I've had a read around but can't seem to find an answer.
