It depends on what the 1.6 is (if its a 1.6 Integra for example then the answer will probably be no!), but for most "normal" 1.6 cars then I wouldnt have thought that there would be an issue, unless something in your driving history is causing them grief (claim/conviction)?

When I went to buy my first car insurance policy at age 34, I wanted insure a BMW 316. Quotes were on the high side but I was advised that the engine size and not necessarily the make and model were causing the problem. Admittedly, I starting from a weak position because had no NCB history and I was on a provisional licence. On the other hand, I didn't have any accidents or penalty points.

My advice to the OP is as follows:
    - To help narrow down the cause of your problem, ask for quotes for yourself and for you as a named driver on a different car with an engine size of 1000cc or less.
    - Get a full licence ASAP. If you get car insurance now, you should be targeting passing your driving test within 12 months.

    Just checking:
    - Is OP's address an issue?
    - Is OP's occupation an issue?
    - Is OP looking for third party fire and theft or comprehensive insurance?

No none of the above is a problem just the fact that it's a big engine. But getting insured ony dad's is cheaper than buying a car at the moment...

1.6 isnt a big engine in fairness. Its perhaps slightly larger than insurers would like a learner to drive (general rule of thumb is no bigger than 1.4), however I cant imagine you would find it impossible to get a quote.

My brother got his first insurance on a provisional a couple of months ago for €1400(ish). That was on a Mondeo 1.8 litre mk3. He is 38 in fairness, but also in Dublin. He got his own policy. You might get your own quotes OP, especially if you are really the car owner.

I put up an insurance thread about 1st time insurance you might look at. It'll show you a few things. It's on page 1, or 2 at the minute.

Kind of surprised you're having difficulty in getting quotes. I insured my son aged 21 on my own car a few years ago for about €500. He had a provisional licence and the car was a ten year old 1.6 Focus. Admittedly the years after that weren't as cheap ,even though he had no accidents.

The OP is getting named on her father's insurance, so his insurer is the only one of concern here. Nothing to do with OP getting quotes. The father can look around at renewal date to see if he can get a better deal with both of them on the policy

The OP mentioned not being able to get quotes. I expressed my surprise at this considering how relatively small engined the car is.

Def shouldnt be an issue!! Im 22 years old driving a 08 2.5 turbo focus ST with my 21 year old girlfriend under my name for under 800 euro! really dont know why they wouldnt quote you on a 1.6. Best thing to do is call them they can do alot more over the phone than you can do online.
