    Much like Germany in 1938 everyone seems to be too afraid of Russia to resist their attacks.

    There is no legal mechanism for the EU to do so (I think).

    Individual countries are free to do whatever they want of course.

    The EU is helping. It's a mainly economic and cultural alliance. It's slapped economic sanctions on Russia.

    I do think it should be a bit more harsh though. Now there's confirmation of Russian troops on active duty in Ukraine.
