Outstanding Provisional Renewal

So my license was issued in february in 2011, and expired feb 2013. Can i still renew it without having to sit the theory again and skip all the new rules about lessons and such

You only have to do the mandatory lessons if you got your first provisional license/learner permit after April 2011. As you had yours prior to that, you're fine.
