    A friend of mine was arrested for a minor offence, and given a caution and a firm to sign, admitting what he had done. He was told he'd get a call from the station in a week or two to meet the superintendent to formally get the caution.

    He hasn't got a call yet. Is it likely that they won't call him now? Is the caution still processed and on the system if he never gets that call?

    The caution isn't a given. It's up to an inspector to decide whether it's in the interest of justice to give it. Depending on the type of crime they may wish to consult with the injured party first.
