I was just looking for some information about something printed in a regional newspaper.

There was a Notice of Issue of Proceedings against a person who is in mortgage arrears.

I was wondering are there legal reasons/requirements for publishing such a notice in a newspaper?

If you can read this, you're too close!

If the defendant(s) can't be located the plaintiff's legal team can issue a Notice of Motion to get an order for substituted service where they can print the above ad's in Newspapers where they think they might be or where a person who might know them might see this.
