    Can an employer dictate to you whether you are allowed to leave the work area/office during these allocated breaks?

    If the breaks are paid - absolutely.

    If unpaid, it's more dubious - but there are circumstances when I can imagine it eg if getting dressed / decontaminated would take ridiculously long. Maybe even if they just need you on call as a 2nd person on site for safety but 99.99% of the time don't need the 2nd person to do anything.

    +1, I worked in an office where we were not allowed leave the building during paid breaks
