HELP. .. building a house and I'm getting conflicting information. ....

     the start of what I hope to be a new house. However I don't know where to start. I have been talking to preplanning county council about site and they say I need ecology report as the river runs at the back of the site. If the report denies permission then that's it.... I think. However ecologist said that they would have to work hand in hand with architect so now it would seam I have to pay full whack even though the ecologist could say no!!!!! Is this normal??? Also they talk of percolation test is that just because of river or is it normal? ??? They also said that I'd have to put in a new energy heating system involves the air flow in the house is true? Also that I have to stay away from gas oil and solid fuel and any truth? Please help. ....

    What conflicting info are you actually getting? And background is the person given you the advice?

    What you describe above is typical. There is a process that needs to be completed and some of the items you mention will be more onerous than others to DESIGN solutions to.

    Heat recovery ventilation is becoming common in new builds, as the need to move away from fossil fuel to achieve compliance with part L of the building regs.
    The only slightly unusual thing is the ecologist but that's explained by the River running through your site. Note the ecologist will submit a report and it's the planning dept in the council that decide if planning will be granted, not the consultants you employ. A Percolation test is necessary.

    Hi thanks for the advice
    about the conflicting info one architect said that I needed to go to bank before I employ then another said that the bank would only give loan once I'd got planning permission which one is true?
    Also do you know why can't the ecologist do their survey without architect ?
    Do these new regulations prevent me from having an open fire?

    There's a lot going here.
    1. No harm to visit the bank to get provisional approval loan
    2. True but that doesn't contradict 1.
    3. Where will the house, drive way, entrance, waste treatment area be? It's not the ecologists job to design these items.
    4.such a big question. No they don't prevent an open fire, but it's difficult and In a home designed to current regs an open fire is redundant as you don't need the heat. A stove is often more than adequate.
