Treating attic timbers

My engineer advised me to do this. Would it be wise to do it before insulating the attic, or does it matter?

What product would you advise for the job and where to buy it? Thanks

Do it before you insulate the Attic. You need something like Cuprinol wood preserver for preventing dry rot and woodworm. Available in any builders providers about 40E for 5 litres. The best way to apply is spray it on as it would take forever to paint. Don't forget to mask up.
