phosphate fertiliser dilemma

hi I'm just wondering if anyone from farming background can solve this problem? 10 years ago the cork county council sank large water pumps 200 yards from our farmyard . So we are restricted from putting out any organic slurry within 200 yards of the station. We've no phosphate allowance so we can't increase the phosphate levels using inorganic fertiliser. So the fields are suffering from phosphate deficiency so anytime I put cattle in these fields they don't ever thrive and the grass is getting patching . I tried my local coop if they would switch fertiliser receipts all to no avail . I'd appreciate any advice . Thanks

it was reseeded 2002 and im reseeding 2 acres this year but can't put any phoshates in it so i'm worried that the roots won't develop properly in the new seedlings

Is it only slurry is not allowed, is FYM allowed?

What about planting some sort of green manure? I don't know what the options are here really, or what the costs would be, so not much use really...

A crowd I did soil samples with recommended I use stuff called biagro PhosN, apparently it releases the phosphorous from the soil which is unavailable to the plant normally. Now I didn't use it so dunno if it works or not but it might be worth looking up if you are rightly stuck. No one else I spoke to had used it or heard of it
