Rust on handlebars

    Went for a cycle today and noticed what looks like small rust spots on the handlebars of my bike (I have one of these: http://2009.feltracing.com/09/images/catalog/xl/9026.png ). The only stuff I can find online is for getting rid of rust from chrome parts, whereas my handlebars are black. Any tips/ideas appreciated?

    P.s the most common suggestion online was steel wool, tin foil (with coke) and then car wax, but as I said that was for chrome parts

    From what I can see online, your handlebars are "alloy riser bars".
    So, they could be anodised aluminium, in which case, I would step away from the steel wool.
    Aluminium doesn't rust in the same way as steel, so it's not rust.
    No more help, I'm afraid.
