Dog Proofing Garden

I have a new puppy, soon to be a dog and I need to Dog Proof my garden. Most of the current boundaries is hedging which from place to place will have gaps, allowing the dog to go into the neighbours garden or out onto the road. Can anyone suggest what materials I might use to create a boundary along the hedge, approx 2 to 3 feet high and something I can use to kinda staple it to the ground which is grass. Also where I might get these materials would help, I am in Dublin 15. Obviously the less it costs the better but I will want it to last.
