Special pliers

I've read about all the various ways of removing stuck-on number plates and have tried most of them.
I have been watching some episodes of Wheeler Dealers and have seen Edd
use a sort of reverse pliers for prying off the number plate from the back plate.
I wonder does anybody know the name of that pliers.
I have googled using various combinations prying pliers, reverse pliers etc. but
cannot find anything.
I wonder is it just a bigger version of his trim clip removal tool.

What way is it held on? A picture of the way it's held on or similar would help

However:

• Rusted screws: Vice grips
• Pop rivets: drill the rivet
• Sticky foam: long knife
• Number plate surround: carefully remove the tabs at the bottom then the plate comes down. Some split in the middle and open outwards
