We have fixable leaks all over the country. Its raining outside. We have engineers and plumbers on dole queues. Will we take them off the queues, pay them to fix the leaks ?
Nope, we'll use the money to hire pencil pushers and media consultants instead.
Dermot Morgan is alive and well and Father Ted is in charge now.
    Abandon ship.

This is a great point that a lot of people are not thinking about. I am going to have my water tested to check myself

This is exactly my theory. Few press releases here and there just so people will actually pay the water charges because Irish water must need the upgrade to provide water. Water that up until a few years ago they were generally getting without a problem, without any extra cost.

now people won't mind paying to get something guaranteed. My guess is the system will improve when the changes come into effect and suddenly get worse when they want to up the charges in a year or so.

complete bs if you ask me.
