Doubtful, but think some car park in Limerick now has something similar

No doubt if there was, it would be vandalised

I've never seen, or heard of, a place which provides tools for free use by cyclists in Dublin, but I believe that a Dublin bike shop did distribute track pumps to various popular cycling locations a while back - I have a vague memory of one of the coffee shops in Laragh being mentioned as somewhere that was given one, but I could be wrong.

I find the idea of a public bike repair stand intriguing, but while I like the idea I do wonder how many people who turned to one would have the know-how to make use of the tools it provided? I always carry a minimal set of tools with me to handle any of the most likely mechanical issues that might arise while on the bike, and many people do - for us I'm not sure that a public repair stand is likely to offer much advantage unless the stand is equipped with less portable tools like a cassette remover (for Shimano/SRAM cassettes *and* Campagnolo cassettes) and chainwhip, for example, but that would probably be expecting too much.

If it was a choice between one and the other I'd lean towards encouraging people to carry their own minimal set of tools with them. Not that there is no place for a public repair stand in my world view, it's just of more limited use in my opinion. No reason not to have both, of course.

You can hire a space in Rothar to fix upgrade your bike and use their tools. Think it costs under €5 per hour

That looks like a great idea but I've never seen one in Ireland. Rothar rent out workspaces for 5 euro per hour and will provide you with tools and advice....

Edit: Beaten to it by Borderfox :)

The idea of this is good but I would prefer a place to hitch up the bike moreso than having the tools available, which could be "removed". If we accept that the use for these devices would be mainly puncture repair then having a decent bike clamp when you take the wheel off would make life easier than trying to find a place to set the bike down without damaging forks or derailleur. I really like the track pump idea - simplicity and secure. I noticed inside the door in Poppy's, Enniskerry a track pump, tyre levers and a multi-tool so some coffee stops are taking the cycling friendly view in recognition that many of their customers are the lycra-clad lot.

Not if it was placed under cam such as in a super market car park or beside a community center.

Take a look at through the stolen bike thread to see how ineffective CCTV is as a deterrent.
