They are designed to give people quick ball park figures instead of having to go through filling out detailed information on every insurance website which takes up time and is repetitive. If you are then happy with the ball park figure you can proceed to fill out more information and it will give you a more accurate figure.

Which websites are doing this? Not something I have ever seen before; they usually either quote or pop up a message saying something like "sorry we cant quote at this time blah blah blah but call us and we will see if we can help further".

They are doing the same, sorry blah blah, please call us. They are just calling it an estimate.

This is a recent change by Zurich (they had full quote system within the last 2 months when mine was due), so this may be either a new approach or a stop gap while they change their quote system.

if it is a new approach they are getting rid of savings from online quotes. my friend saved something like 50 on an online quote as distict from the 'offline 'quote

Doesn't really make a difference. An online quote can still be withdrawn anytime up until it is accepted by insurers
