Ive tried treats . Ive tried walking at night when its queit . Ive even tried sitting down on a wall with him to let him watch the cars and show him that they wont hurt him . That worked but only 4 a few mins

By any chance do you have another dog? I had a similar problem with my puppy when I got him, the way I got him walking was by bringing them both out on a walk at the same time, the puppy followed the older dog and realised the outdoors is fun, he was never afraid after that.
If you don't have another dog, I'd suggest you force him, don't necessarily pull him, but nudge him along and even try get a few houses away, after a while he should figure out that walking is fun.

You've got to give him some time op. You've only had him a few weeks so I'm guessing anything you've tried so far, you haven't stuck with for very long.
It's very common for pups to shut down like this when faced with too much too soon, and is especially common in pups whose breeders didn't invest enough time into their socialisation and habituation to noises, traffic, and everyday events. Having read your other posts, I think this is causing or contributing to more than this problem.
Bring him to a park or open area where there's a road nearby, so that he can see and hear traffic but it's not on top of him. Just sit there with a pile of very nice treats, and every time a vehicle passes, pop a treat into his mouth.
Do this consistently, starting off with just a few minutes on the first day, gradually extending the time as he relaxes. When he remains calm at a big distance for extended periods, start to move a little closer to the road. Don't rush this... If he stops walking it's an indicator that you're pushing him too far.
Doing all this alongside another dog could certainly help, but whatever you do, don't just give up if you don't get 100% the first time you try it. Give him a chance!

maybe carry the pup in your arms for a few hundred yards and then let it walk home rather than away from home

a reluctant walker always seems in hurry to get back home myself included

its something i noticed a few years ago with one of my springers when leash training as well
always seemed better on the way back home but she wasn't nervous of cars or noises
probably a lot to do with what dbb says about poor introduction to noises/sounds as a very young pup

Take your time and go at his pace but stick with it!!! Don't just go to the park because it's easier(!) - I made that mistake with my dog and it took years for things to improve when we were out walking. It also bit me in the a$$ when he had an operation on his leg and we weren't allowed walk in the park for 3 months - he was terrified out on walks and in danger of hurting himself - I ended up having to walk him with a Thundershirt for a few weeks. He still gets afraid sometimes of trucks and busses but most of the time at worst he'll just stop and let whatever it is pass. The old time he'll panic and may try and jump/run away from whatever it is which is dangerous because he's 30kgs and very strong. I made HUGE progress with cheese - every time a bus was coming I'd give him a small piece and loads of praise when the bus was gone. Things have also improved since I got my other dog - very early on before she'd finished her vaccinations I carried her up to the main road and sat with her when there was loads of traffic from a match in Croker - not a bother on her! When we started going on walks I gave her loads of praise and a treat every time a bus/truck went by and I've had no problems with her. I think a spaceship could land beside us on a walk and she wouldn't care lol!
