Maximum handicap increase in a year?

Am I correct in saying the maximum an individual can increase their handicap in one year is 2 shots? For example on the 1st January 2014 if someone was an exact handicap of say 8.2 then the highest they can be on 31st December 2014 is 10.2 Do .1's just stop being added at some stage?

2 higher than lowest point. So if you start at 8.2 then go to 7.0 the max you can get to is 9.0. 0.1s stop getting added.
