acid attack on car and house

    The incident happened to my friend. he bought a house in an estate in north of city. and live with his 4 kids.
    his house was regularly targeted by vandals.

    2 weeks ago paint was poured (more than a bucket full) on his main door.
    last week acid was poured on all over his car.

    2 years ago similar attacks happened to his car. once all glass were broken. next time all tyres where cut with sharp object.

    have to say that he was a Non EU citizen now naturalised. sure that he was targeted as there is no damage for neighbours.

    he reported all incidents to garda. and as per him garda was not even ready to come and check it. cctv cameras in the estate , management company says excuse like they don't have footage as the memory is full.
    now he is on a vengeance mood to attack them physically (which is stupid)
    he think his kids may be attacked.

    car insurance denied to give him comprehensive cover due to too many incidents.
    now he will have to repaint the whole car from his pocket..

    what else he can do in this situation?
