Heat Pump Cylinder?

Came across these heat pump water heaters which are basically and heater pump on top of the cyclinder in the hot press. They are pretty expensive but claim to reduce water heating costs to 30% of immersion levels.

Previously i read the heat pumps in general do not function very well in Ireland climate at all.

Any sales pitches for this unit seem gimmicky.

Anyone got one of these installed and can give their opinion on them?
