Reinstall Windows 8

I'm trying to reinstall Windows 8 (or preferably Windows 7) on a old laptop. It's a Toshiba, but I think the partition with Windows was wiped. I do have the OEM label obviously. I upgraded to Windows 8 through the Microsoft site. What's the process for reinstalling here? I tried Settings and doing a Reset from there but it…

What's the process for reinstalling here? I tried Settings and doing a Reset from there but it needs a W8 disc.
