LIVING ALONE ALLOWANCE ABROAD

My uncle is Irish. He worked here and then emigrated in the 1960s to USA. He is now a US citizen and resides there. He is in his 80s.

He receives a benefit from Social Protection. I think it is a proportionate contributory pension on the basis of PRSI stamps / contributions.

His wife has died. He now lives alone. He applied for a living alone allowance but was refused on the basis that he lives in USA.

This does not sound right from my reading of Social Protections website. Does anyone know the position ?

    Thanks.
