laptop downclocking when its not hot

    I recently changed a screen on a oldish dualcore laptop, when I booted it up it was running hot, so I opened it up and de-fluffed it. Now, its downclocking to half its full speed, even when first powered up from cold. Temps reported by RealTemp are 24 and 24, it says load 7-10% but TaskManager says 1-2%. Its not doing any AV scans or updating. I've disabled Speedstep in the BIOS.

    Is it worth opening it again to change the paste, or is there something else thats quicker to try?

    Its a Dell Inspiron 6400 with a T2500 2.00GHz CPU
