Wordpress blog setup tutorial

Ive installed wordpress, mysql & webmatrix on my laptop, but am unable to set up a wordpress blog on my laptop and install a theme. Ive followed a few tutorials but I cant seem to get it working. Has anyone here set this up and an you advise a decent tutorial?

Have you php installed.
Is fairly easy if you use xampp
it will install everything you need
