I hear talk on the radio today about pay cuts being reversed, e.g. the pension levy etc and the actual pay cut.

Do new entrants enjoy those reversals or is it just those who "suffered" them, I
    E. existing staff?

    Must wondering

It's just part of the annual pre-budget games. That or Labour trying to change their position in the polls. It could also be an attempt to stirr things up before a re-negotiation of Haddington rd or a new FEMPI.
At the very best it will be a slow and gradual return, if private sector employers don't follow and/or the money isn't spent in the irish economy the return won't progress. It wouldn't be a genuine return either, expect extended opening hours or a longer working week for it!
