convicts and expenses

    I read now and again that people convicted of petty crimes ( usually those prosecuted by local authorities and quangos) have to pay a fine as punishment, and expenses of (I guess) salaried staff of the prosecuting body.

    Yet I never see people convicted of serious crime having to pay expenses.

    In particular those convicts with lots of assets or large incomes serving life sentences don't have to pay for the expenses of their trials.

    Is there some guidance or system of determining when a convict will have to pay a penalty for breaking the law, and pay the people who prosecuted/gave witness against them, and when I as a taxpayer will pay for these witnesses.
