Rates - County, Poor, Poor & Seed

    Looking through Petty Sessions court cases for my lot in Tipp during early 1890s, the charge for non payment of the above rates seemed quite common.

    The poor rates were levied to support the poor/workhouses, etc. What, if any, was the difference in these taxes?

    Wondering if small farmers had a particularly difficult time around then? Even if the unpaid rate was £1 and the non payers were brought before the courts, they were charged an additional 4/= in court costs. It didn't seem clever (unless you didn't have the money of course) not to pay at the due time.

    the irish poor laws (following the english pattern) were levied on inhabitants of a district by "boards of guardians" from around 1838. The monies were to fund the local workhouses which were places destitute people could stay.
