Legality of selling scratch cards to minors

    Quick query, well two actually.

    A guy working for a charity tried to sell my kid sister a scratch card. She is a minor, and very clearly looks like one, she looks about 12 years old.

    She said no, and he followed her down the street, shouting at her to stop being so rude (she wasn't).

    She was scared of him, so I stepped in and told him to leave her alone. He then started shouting at me, so I found his team leader and requested his name.

    Obviously I've called the organisation he works for and made a complaint, but his team leader informed me that it's perfectly legal to sell scratch cards to children if they're for charity.

    Can anyone verify or deny this?

    Second query - surely it's on shaky legal ground to follow a minor, shouting at her until she's genuinely scared?
