Java problems on Mavericks - ROS payments

I help a friend handle his tax payments (we are both Mavericks users).

However we are having terrible trouble getting Java 7 to work, to gain entry into the ROS system.

We are getting error messages such as "Local storage is not available in your browser" and "Try a different browser". And the Java's own web page saying that the Java is not up to date even though it is.

We are trying Firefox and Safari. I am getting more success on Firefox but still issues.

I see on their web page that they have some kind of alternative desktop app ? is that correct ? is it Mac compatible ?
