Hi I purchased a car 2 months ago for 4750 from a dealer I traded in my own car and have paid an additional 2000 euros leaving me 1800 left to pay. I have been asking for the tax book and at the start he said it was in the post now he's saying he won't give it to me until balance is paid in full the cars tax is out and now i can't tax the car is the normal practice?

You'll have to clarify all that. Are you paying him in installments? Do you still owe him money? If so it sounds like you haven't taken full ownership as you haven't paid for it.

I'd imagine some sort of agreement was put in place to start with but he may have a legitimate claim over the car as it's not paid for.

It's not fully paid off but I'm still making regular payments the only difference is he's changed his mind about the tax book

I'd assume it's still his then. Have you called down to talk to him? It's very odd that he'd just all of a sudden change his mind if you're making regular payments. If you can pay off the full amount owing I'd just call round and do that.

What agreement did you have in place to begin with?

If he is causing you hassle then get a credit union loan or something and just pay him off. Bear in mind that you cannot insure a car that you do not own, so if the car is still in the dealers/previous owners name then you need to get this sorted as soon as possible.
