Secure Browsing Enforcement Techniques

I am currently completing some research around the best way to enforce secure browsing methods, especially for children and young adults.

If anyone has an understanding of how a website gets whitelisted; especially a crowd sourced one. How do you maintain,update and secure the list.

Are users allowed to request websites to be white or black listed? what verification steps are involved in such instances.

The three tenets for my research are based on the current Signature-based A-V software; Heuristic software and white listing and attempting to benchmark and make recommendations.
